
The London Borough of Tower Hamlets’ Planning Committee has given the green light for the Clare House redevelopment in Bow, England, a significant step towards the site’s transformation.
The project, led by Clarion Housing Group, will introduce 145 new social rented homes and a contemporary community facility to the area.
Located within Clarion’s Monteith Estate and under one mile from Bow Road Station, the approved plans will see the existing 22-storey Clare House demolished to make way for a new 23-storey residential building.
This will be accompanied by four- to five-storey mansion blocks, collectively delivering affordable housing in the borough.
Over half of the new homes will be three- and four-bedroom family-sized units, addressing a housing need in Tower Hamlets.
London-based design studio HTA Design has crafted the design with a focus on sustainability, aiming to foster a community-centric environment with improved landscaping, play areas, and public spaces.

The project has evolved through extensive public consultation, including feedback from local residents, former Clare House occupants, and participants in a youth engagement programme.
The Greater London Authority has shown support for the scheme.
Clarion Housing Group is a business for social purpose regulated by the Regulator of Social Housing and a strategic partner of Homes England.
It stated that residents and stakeholders will be updated as the project moves forward. Demolition and preliminary works at the project are set to commence soon.

HTA Design associate partner and senior architect Paul Maddock said: “We’re proud to be working with Clarion and the local community to design exceptional social rented housing in Bow. The design takes cues from Tower Hamlets’ 20th-century heritage of social housing schemes such as those designed locally by Berthold Lubetkin.
“We designed a repeating chequerboard pattern of contrasting brick panels to add a lively character to a more slender landmark building with stunning views across Victoria Park. This approval is an important milestone in creating a place people will be proud to call home.”
In March 2025, Clarion Housing Group’s development arm Latimer appointed JJ Rhatigan as the main contractor for the Twyford Abbey development in Ealing.
